The meeting pointed out that developing service trade and service consumption is an important means to stabilize foreign trade and expand domestic demand. Efforts should be made to innovate and enhance service trade, fully implement the negative list for cross-border service trade, proactively align with international high-standard economic and trade rules, and research and introduce a batch of new opening-up measures in the fields of telecommunications, education, culture, healthcare, finance, etc. Actively promote service exports and enhance the international market development and international service capabilities of China’s service enterprises. Build a batch of comprehensive reform and opening-up platforms for service trade, expand bilateral, multilateral, and regional cooperation in service trade and digital trade. We should promote the high-quality development of service consumption, implement actions to improve the quality of service consumption and benefit the people, support innovation in service consumption scenarios, integration of business forms, and industrial agglomeration, and improve standards in the fields of cultural tourism, catering and accommodation, elderly care and childcare, digital consumption, etc. Through the methods of “opening up to the outside world” and “liberalizing internally”, comprehensively utilize fiscal, tax, financial, and other policies, and make full use of market forces to further increase the supply of high-quality services and better meet the diverse service consumption needs of the people.

The meeting pointed out that the power batteries of new energy vehicles in China have entered a large-scale retirement phase, making it particularly important to comprehensively enhance the level of recycling and utilization capabilities of power batteries. It is necessary to strengthen the management of the entire chain, focus on breaking through bottlenecks, and build a standardized, safe, and efficient recycling and utilization system. Digital technology should be utilized to enhance the monitoring of the flow of power batteries throughout their entire life cycle, ensuring full traceability in production, sales, dismantling, and utilization. Legal means should be employed to regulate recycling and utilization, formulate and improve relevant administrative regulations, and strengthen supervision and management. It is necessary to accelerate the formulation and revision of relevant standards such as green design of power batteries and product carbon footprint accounting, so as to lead and drive recycling and utilization through standards.

The meeting pointed out that handling well the suggestions from NPC deputies and the proposals from CPPCC members is an inherent requirement for the government to consciously accept supervision and perform its duties in accordance with the law, and also an important manifestation of deeply practicing the whole-process people’s democracy. The suggestions and proposals undertaken by the departments of the State Council last year have all been handled and concluded on time, promoting the resolution of a number of key and difficult issues related to reform and development as well as the vital interests of the masses. We must continue to handle this year’s suggestions and proposals with high quality, strengthen communication with deputies and committee members, adhere to answering the same questions together and making concerted efforts in the same direction, further solve difficult problems, build consensus, and use high-quality handling of suggestions and proposals to promote high-quality development.
